Management, Information & Learning System - MILS

The ASP must is a “learning programme” that systematically tests, compares, assesses, evaluates and disseminates experiences from the different methods, concepts and approaches used to ensure that all aspects of learning are addressed in a systematic and coherent way. The MILS draws together programme design, planning, implementation, M&E, dissemination and policy dialogue.  The MILS is therefore a core function at the MU. The function combines with  outsourced short term consultancy particularly in the areas of impact assessment and information dissemination.

The objective of the MILS component is:

To provide an adequate and structured system for management, monitoring, documentation and dissemination of learning and experiences from programme activities.

The main ASP MILS intervention activities include the following:

  • Development of an efficient programme planning, implementation management system where crosscutting issues are integrated
  • Development, implementation and dissemination of the ASP Facilitation Cycle
  • Development of a functioning Monitoring and Evaluation system that can ensure 1) adequate activity and financial reporting 2) a meaningful comparative review of different approaches on an annual basis and subsequent modification of the programme approach where necessary to improve its effectiveness and efficiency 3) adequate impact monitoring and assessment.
  • Devoting time and resources on systematic dissemination of experiences and lessons learned in various for a using various media and forms
  • Engaging in policy dialogue based on actual experiences and learning in fora such as the programme Advisory Board, and ensuring feedback to the Policy and Planning Branch of MACO & all relevant line Ministries/ organisations.
