Infrastructure Fund

Lack of infrastructure (roads, market places, storage facilities, furrows and canals etc.) is a major problem for small scale farmers in many areas.

The objective of the Infrastructure fund is:

Better market access created and conditions for sustainable business development and economic diversification improved, through better community based infrastructure.

Under the ASP the infrastructure constraint is identified by the community through the Facilitation cycle. ASP will support small scale infrastructure activities, which primarily focus on supporting food security and increased income, through increased production/productivity and increased marketing opportunities.  As the ASP is not able to meet all the infrastructure needs of the target group, the ASP will also promote linkages to other support structures which facilitate infrastructure projects, such as MACO Rural Investment Fund (RIF) and Zambia Social Investment Fund (ZAMSIF).

The Infrastructure fund will be guided by the following principles:

  • The supported project should be appropriate in relation to ASP objectives, and should focus on facilitating infrastructure for improved market access and marketing opportunities, storage, Quality assurance and cost effectiveness are crucial elements and the use of Environmental Impact assessment (EIA) tool should continue as part of the planning and follow up process, transparency and accountability are key aspects, to build trust and confidence among the various stakeholders, all agreements should be formalised in contracts, local contribution, management and maintenance by the community, and communities should be linked to other relevant local authorities.
  • Infrastructure directly related to commercial activities will be supported with long-term loans through a suitable intermediary.
  • Community based infrastructure is supported through grants up to 80% of the cost.
